Madad Portal For NRIs
MADAD is meant to extend a helping hand to Indians abroad who need consular assistance. You can register as a MADAD user for grievances related to consular services offered by Indian missions abroad. This includes students who are already studying abroad or have plans to do so.
On February 21, 2015, the Ministry of External Affairs (MEA) launched the MADAD (Help) Portal, which is an online monitoring system for grievances.
The e-portal enables Indian citizens residing abroad to submit their consular complaints to the Indian government through an online platform.
MADAD enable online logging, Tracking of grievances, and submission of course/contact details of students.
After registration on the MADAD Portal, NRIs can submit their consular grievances and complaints and track their progress. The portal provides a range of categories for grievances, such as court cases, repatriation, compensation, and domestic help.
Once you select your category and submit your grievance, a colour-coding system is used to indicate its status. Unaddressed cases within a certain time frame turn red and are escalated to higher authorities.
The MADAD online portal proves advantageous for NRIs by streamlining the process of filing grievances.

How to Use MADAD Portal?
Step 1: When you first access the MADAD Portal website, you will encounter a login page requesting your login ID. If you’re a first-time visitor, you must register and create an account to obtain a login ID. Click on the “Register [New User]” link.
Step 2: Clicking on the “Register [New User]” link takes you to a new page where you can create your MADAD Portal account.
Step 3: Fill in your name, phone number, email ID, and password.
Step 4: Click on “Register.”
Step 5: Verify your account by clicking on the link sent to your email ID.
Step 6: After verification, log in using your username and password.
Step 7: To file a grievance or complaint, fill in the necessary fields shown on the next page.
Step 8: Upon submitting your complaint, you will receive a confirmation and reference number. Keep this reference number safe, as you can use it later to track the status of your complaint and view its history.

Jurisdiction of the concerned Indian mission
Only those grievances falling under the jurisdiction of the concerned Indian embassy are entertained.
For example, The Consulate General of India in San Francisco serves the States of Alaska, Arizona, California, Hawaii, Idaho, Montana, Nevada, Oregon, Utah, Washington, Wyoming and the territory of Guam.

- The MADAD portal expedites the forwarding and handling of complaints, enhances tracking and redressal, and escalates unresolved cases.
- MADAD also offers a flexible architecture for addressing various types of grievances, online filing and linking of similar complaints for easier retrieval and reference, automatic prioritization, and colour-coded dashboards for straightforward assessment and monitoring.
- MADAD offers a call centre to assist grievants who may be illiterate.
- The MADAD portal represents a significant qualitative improvement through its online forwarding, tracking, and escalation of cases until their eventual resolution.
- The MADAD portal is also available as a mobile app on both the Google Play Store and App Store.
Services available on MADAD Portal
The Madad portal accepts complaints related to compensation, court cases, domestic help, imprisonment abroad, repatriation, salary dues, and inquiries regarding the whereabouts of the deceased.
However, issues related to visa and passport complaints, document attestation, and travel documents cannot be addressed through this portal.
MADAD helpline for Students
In addition to consular grievances, Madad offers Indian students studying abroad or interested in studying abroad the opportunity to register and submit their course and contact details. This registration will allow them to connect with the Government of India for future initiatives.
Registering as a student will enable the compilation of data about Indian students studying abroad, which can be used to contact them in case of need.
This data will also provide valuable insights into immigration patterns and the courses Indian students are registering for. Note that the entry of these details is voluntary.
The MEA plans to expand the module to include country-specific advisories and links to information on accredited educational institutions in various countries.
Colour Code System
The Madad system uses a colour-coded dashboard to assign responsibility to authorities and track their response times. If the response is not given within a specified time, the dashboard will change colour.
The colour code system follows a red-amber-green pattern, where missions performing well in addressing grievances will be shown in green, while those with inordinately pending cases will be shown in red.
The highest priority will be given to cases related to repatriating the “mortal remains” of any national.
When the colour code changes, it will escalate the case to higher authorities, and the complainant can later access the entire history in a summary or detailed format.
Key Considerations to Keep in Mind
- The MADAD/CPGRAM portals are exclusively for Indian nationals to file their grievances. Foreigners may submit their grievances via email to the Community Welfare/Consular Section of the relevant Indian Mission/Post.
- For matters such as family disputes, seeking the assistance of Indian authorities in resolving issues within India, and complaints against foreign airlines or private schools abroad, applicants are advised to approach the relevant authority in India or abroad.
- If a complainant demands action against a foreign entity or individual, they should approach the relevant authority of the foreign country. The Ministry of External Affairs or Indian Missions/Posts cannot take punitive action against Indian nationals, such as revoking, impounding, or cancelling passports, based on complaints by individuals. Court orders or a legal basis are required for such actions. It is beyond the scope of the Ministry of External Affairs/Indian Missions/Posts to prevent individuals from entering or leaving India or other countries or intervening in the process of granting foreign visas.
- Personal issues in marital relationships are outside the scope of consular grievances. However, Indian Missions/Posts are prepared to assist destitute Indian nationals abroad, particularly women in distress and children, on a case-by-case basis.
- If there are commercial disputes, the portal of the Director General of Foreign Trade at http://dgftebrc.nic.in:8090/TradeDispute/ may be the first point of contact.
- If there are queries related to foreign private entities that are not under the control of the Government of India, such as international Indian schools abroad, individuals should approach the relevant authority in the foreign country.
- Indian Embassies/Consulates, as diplomatic entities, may not be able to fulfil requests to file court cases in a foreign country or India on behalf of an individual.
- Complaints against fraud, including online fraud, or any criminal activities must be filed with the relevant law enforcement agency. In such cases, filing a complaint with Indian Missions/Posts is not sufficient.
- Employment-related grievances may be filed with Indian Missions/Posts. In such cases, the missions/posts will attempt to reconcile the issue through negotiation, where both parties agree. However, it should be noted that this is different from filing a case in a labour court or with a legal arbitrator.
- The decision to grant or deny visas to foreign nationals lies within the sovereign authority of each country. Therefore, neither Indian Missions/Posts nor the Ministry of External Affairs process complaints against foreign Missions or authorities of any foreign country regarding visa-related matters.
